House passes appropriations act supporting military construction and veteran affairs

On June 5, the House passed the Military Construction, Veterans Affairs, and Related Agencies Appropriations Act (MilConVA) for 2025. This legislation underscores the House's commitment to servicemembers during active duty and their transition to civilian life.

The MilConVA Appropriations Act aims to fully fund health care and benefits programs for veterans, strengthen national security through increased funding for the Indo-Pacific region, and restrict certain policies promoted by the Biden Administration.

The bill allocates discretionary funding for the Department of Defense (Military Construction and Family Housing), the Department of Veterans Affairs (VA), related agencies, and mandatory programs for medical care related to toxic exposure. The funding level surpasses both President Biden’s Fiscal Year 2025 request and the enacted level for Fiscal Year 2024, with a significant portion earmarked for medical care.

Key provisions include:

Honoring Our Commitment to Veterans:

- Fully funds veterans’ health care programs.

- Fully funds veterans’ benefits and VA programs.

Bolstering National Security:

- Provides robust funding for the Indo-Pacific region.

- Fully funds projects in Guam as a deterrence to China.

- Increases resources to enhance Department of Defense posture in the Indo-Pacific region.

Focusing on Core Responsibilities:

- Prohibits use of funds to promote or advance critical race theory.

- Prohibits implementation or enforcement of executive orders on diversity, equity, and inclusion from the Biden Administration.

Supporting American Values:

- Prohibits taxpayer dollars from being used for abortion with exceptions for rape, incest, and life-threatening situations.

- Protects Second Amendment rights by preventing VA from sending information about veterans to FBI without judicial consent.

- Prohibits VA from processing medical care claims for illegal aliens.
