Page H1 Convening of the Second Session of the 117th Congress: Pursuant to the 20th Amendment to the Constitution, the House met at 12 noon on January 3, 2022 for the convening of the second session of the One Hundred Seventeenth Congress. Pursuant to section 4(a) of H. Res. 829, the Chair announced that no organizational or legislative business will be conducted on this day. The Chair further announced that messages requiring action will be laid before the House on a subsequent day and that bills and resolutions introduced today will receive a number but will not be referred to committee or noted in the Record until a subsequent day. Executive communications, memorials, and petitions likewise will be referred and numbered on a subsequent day.
